Temporary provider retention payments coming soon for Home and Community-Based Services

Agency providers and consumer-directed services employers will receive temporary support for recruitment and retention as directed in the American Rescue Plan Act (ARPA).

For dates of service from March 1, 2022 to Aug. 31, 2022, Texas Health and Human Services Commission (HHSC) is providing temporary increased rate add-ons for HCBS service claims.

A final rate adoption package includes updates to codes and modifiers to reflect the current billing matrices for:

  • STAR+PLUS
  • STAR Kids
  • Texas Provider and Procedure Manual (TMPPM)

Updated rate tables have been published. 

Claims processing
UnitedHealthcare Community Plan of Texas will reprocess claims payments to providers retroactive for dates of service from March 1, 2022. There is no need to resubmit claims. Effective immediately and through dates of service Aug. 31, 2022, providers should use the revised updated tables that includes the ARPA rates.

Completing attestation
By Aug. 15, 2022, providers must complete an attestation indicating that 90% of the add-on payments will be spent on one-time bonuses for recruitment or retention or one-time compensation for direct care employees. 

HHSC has created an attestation portal and published frequently asked questions to explain the attestation and reporting process.
