Attendant rate increases - Effective Sept. 1, 2025

The Texas Health and Human Services Commission (HHSC) approved payment rate increases under the 2026-27 General Appropriations Act. This change takes effect Sept. 1, 2025:

  • Average attendant wages increase to $13 per hour
  • Payroll costs, taxes, and benefits (PTB) increase to:
    • 15 percent for services provided in residential settings
    • 14 percent for services provided in non-residential settings; and
  • Administrative rate for personal attendant services increases by $0.24 per attendant hour


What this means for you

The claims process doesn’t change. Continue using your normal billing process and the new rates.


Additional reimbursement information

HHSC sets reimbursement rates for Texas Medicaid in line with:

  • The Social Security Act and related federal regulations
  • The Texas Medicaid State Plan
  • State statutes and rules, and other requirements

 

Adopted rates are limited to available appropriations. View approved payment rates on the Provider Finance Department, Long term Services & Supports website.
