LTSS rate changes for STAR Kids, STAR+PLUS

Effective Sept. 1, 2023, bill long-term services and supports (LTSS) according to the updated Texas Health and Human Services Commission (HHSC) rate charts for STAR Kids and STAR+PLUS (includes MMP).

The rate changes apply to:

  • Day activities and health services (DAHS)
  • Personal care services (PCS)
  • Personal attendant services (PAS)
  • Agency option (AO)
  • Service responsibility option (SRO)
  • Community first choice (CFC)
  • Consumer directed services (CDS)
  • Home-delivered meals (HDM)

Next steps

We’re working to update our claims system to properly process LTSS claims to reflect the rate changes. If your claims process prior to the system update, we’ll automatically reprocess the claims. Please do not re-submit incorrectly paid LTSS claims with dates of service after Sept. 1, 2023, as they will be denied as duplicate claims.

Rate change overview

As a part of the HHSC biennial review of LTSS rates and methodology, HHSC approved payment rate changes effective Sept. 1, 2023.

The updated payment rates are available online for STAR Kids and STAR+PLUS (includes MMP).

Additionally, HHSC updated payment rates for home-delivered meals.

The updated STAR Kids bill code information is in the Appendix III, LTSS Billing Matrix and Crosswalk (Excel)

The updated STAR+PLUS bill code information, including MMP, is in the Appendix XVI, Long Term Services and Supports Codes and Modifiers (Excel).
